Mistral Raises €3 Billion Series D at a €21 Billion Valuation Led by Samsung, the Largest Equity Round by a European Technology Company

What Happened

Mistral's announcement, published three years after the company's founding, stated that the round "brings together a world-class syndicate of strategic and financial investors" across Europe, Asia and North America. Alongside the three lead investors and the three new ones, the company listed existing shareholders that participated: a16z, ASML, Belfius, BNP Paribas CIB, Bpifrance, Carmignac, DST Global, Eurazeo, General Catalyst, Headline, Hillspire, Index Ventures, Korelya Capital, Lightspeed, NVIDIA, Phoenix Court's Solar fund and Salesforce Ventures. The size of Samsung's own commitment was not disclosed; Axios, citing the Financial Times, had reported on July 22 that Samsung was in talks to invest about €1 billion at a valuation of about €20 billion, with EQT's fund also in discussions. Bloomberg had first reported on June 12 that Mistral was in early talks to raise about €3 billion at around €20 billion.

The company said the capital would "significantly expand Mistral's frontier research," allow it "to scale its compute capacity for training powerful models," and "accelerate its commercial growth and international footprint." It reported operating in 20 countries and supporting more than 125 enterprise customers, naming Airbus, ASML and HSBC. Much of the announcement was positioning rather than terms. Mistral argued that the industry's central question had shifted from "who could build the most powerful model" to "how to harness the power of AI for their mission-critical needs without surrendering control over the infrastructure and intelligence loop," and described itself as "the only AI company in the world building the full stack required to answer that question: open-weight models, the infrastructure and the compute capacity they run on, and the products that bring them into production." It defined its "sovereign AI layer" as control across four dimensions: data inside the organization's boundaries, models that are "controllable and customizable," compute that is "private and predictable," and production systems that are "fully controllable and auditable." The post also drew a line from the ASML-led Series C to the Samsung-led Series D as backing from "companies at the forefront of advanced manufacturing, engineering and industrial technology."

TechCrunch reported that the round supports a strategy shift toward customers in Europe and elsewhere who want to reduce dependence on US technology, including a target of 1 GW of compute capacity in Europe by 2030, tools launched in August that let customers choose where queries are processed, and the hosting of third-party open-weight models, including Chinese ones, alongside Mistral's own. It noted that French President Emmanuel Macron said in a post on X that the round reflected France and South Korea's goal of "building a third way in AI," and that Samsung's entry into the cap table "has the blessing of France's authorities." TechCrunch also observed that Mistral continues to work with US companies, including an expanded Microsoft partnership in July, and that US investors a16z, NVIDIA, Salesforce Ventures, Advent and BlackRock backed the round. In June, TechCrunch had put Mistral's total capital raised to date at about $4 billion, against $186 billion for OpenAI and $161 billion for Anthropic, per PitchBook.

Why It Matters

The round records the price the market put on Europe's only frontier-scale laboratory in the same year that US labs raised at valuations of $380 billion (Anthropic, February) and $852 billion (OpenAI, March), and that DeepSeek took its first outside capital at roughly $52 to $59 billion. At €21 billion, Mistral is valued at a small fraction of its US competitors but at a level that, on the company's own description, no European technology company had reached in a single equity round. The lead investor is the second consecutive industrial hardware company, after ASML, to anchor a Mistral round, and Samsung, a memory supplier, joined during a chip and high-bandwidth-memory shortage; Axios noted that the July talks were taking place amid "an unprecedented chip crunch."

What the round does not settle is whether the "sovereign AI" positioning is a durable business or a moment. Mistral's own revenue was not disclosed in the announcement, its 1 GW compute target is four years out, and its models have not led public benchmarks in 2026; the announcement's emphasis on control, data residency and vendor independence rather than model capability is itself a statement about where the company expects to compete. The political framing, from Macron's "third way" post to the participation of Bpifrance and Luxembourg, ties Mistral's fortunes to European industrial policy in a way that no US lab's financing does, which is either its moat or its constraint depending on how the EU's compute build-out and the AI Act's enforcement proceed.
